Subject: The catastrophic 11 September 2023 flood, Ghassan's maternal family city, and what the country lost

The Event

On the night of 10–11 September 2023, two dams on the Wadi Derna — built in the 1970s and degraded across decades of poor maintenance — collapsed during the passage of Storm Daniel. The water released by the collapse moved through the city of Derna in a wave that carried the city's lower half into the Mediterranean. An estimated 11,000 people were killed. Tens of thousands more were displaced. The city's physical fabric — neighbourhoods, mosques, schools, the institutional memory contained in its buildings — was, in many cases, simply gone.

Ghassan's Maternal Family

Ghassan Atiga's mother is from Derna. His maternal family — relatives, neighbours, the small dense network that a Libyan family of that generation maintained inside the city — lost members in the flood. The episode does not perform the loss. The recounting is precise and contained. The relatives were named, the city's geography was sketched, and the specific neighbourhoods of impact were identified without dramatisation.

The compression is what marks the section. A man whose father was imprisoned in 1990, whose father was assumed dead in 1996, who got his father back in 1997, then lost relatives in the 2023 flood. The arc is the Libyan twentieth and twenty-first centuries in a single biography.

Derna's Position

The episode also addressed Derna's particular position inside the Libyan imagination — a city that has carried, across the modern period, an outsized share of the country's losses and an outsized share of its moral life. Ghassan's "genius of place" thesis (see The Genius of Place) treats Derna and Tripoli as the country's two moral centres. The 2023 flood operated, in this reading, not only as a humanitarian catastrophe but as a wound to one of the load-bearing structures of Libyan conscience.

The state failure that preceded the flood — the long under-maintenance of the dams, the warnings ignored, the absence of an evacuation order in the hours when one would have saved thousands of lives — is part of the story. Ghassan does not name names in the episode. The structural failure is, however, the obvious correlate of the rest of his argument: a country that does not document, that does not maintain, that does not remember its previous warnings, will repeat the avoidable destructions.

Where It Sits in the Show

The Derna flood is the unspoken centre of the last two episodes of Damiri. EP 153 — Tariq's solo announcement that the show was stopping — was recorded three weeks after the flood. EP 154 — Ghassan's conversation — was recorded later still. The flood is the gravitational field both episodes orbit. The show closed in its shadow.
